Explanation
Need: The Division of Police needs to establish a contract for the purchase and disposition of junk motor vehicles per the Ohio Revised Code for the Police Impound Unit and monies obtained as a result of this contract will be deposited into the general fund.  
 
Bid Information: Formal Bid # SA002644 was opened on October 16, 2007.  Two responses were received. Pick-N-Pull Auto Dismantler Columbus, LLC quoted $252.01 per vehicle and Columbus Auto Shredding, Inc. quoted $371.50. Both bids were deemed responsive. The Division of Police wishes to award to Columbus Auto Shredding, Inc. as the most responsive, responsible and best bidder generating the greatest revenue for the City of Columbus.
 
This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.

To authorize and direct the Public Safety Director to contract with the Columbus Auto Shredding, Inc. for the purchase and disposition of junk motor vehicles per the Ohio Revised Code for the Division of Police; and to declare an emergency. ($0)
 
Body
WHEREAS, the Division of Police needs to establish a contract for the purchase and disposition of junk motor vehicles per the Ohio Revised Code for the Police Impound Unit; and
 
WHEREAS, a formal bid opening was held on October 16, 2007 for the purchase and disposition of junk motor vehicles for the Division of Police, Department of Public Safety; and
 
WHEREAS, two responses were received and Columbus Auto Shredding, Inc. was the most responsive, responsible and best bidder generating the greatest revenue for the City of Columbus; and
 
WHEREAS, the need to enter into this contract is urgent due to the fact that the current contract is expiring; and
 
WHEREAS, an emergency exists in the daily operation of the Division of Police, Department of Public Safety, in that it is immediately necessary to enter into contract for the purchase and disposition of Junk Motor Vehicles to continue these services uninterrupted and for the immediate preservation of the public peace, health, safety, and welfare; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1. That the Public Safety Director be and is hereby authorized and directed to enter into contract with Columbus Auto Shredding, Inc. for the purchase and disposition of Junk Motor Vehicles for the Division of Police, Department of Public Safety, based on the above supplier being the most responsive, responsible and best bidder generating the greatest revenue for the City of Columbus.
 
SECTION 2. That for the reasons stated in the preamble hereto, which is hereby made a part thereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage it the Mayor neither approves nor vetoes the same.
