Explanation

The Public Service Department, Refuse Collection Division, Keep Columbus Beautiful (KCB) program as a affiliate member in good standing is eligible to apply for a national grant sponsored by Keep America Beautiful, Incorporated (KAB), and the Waste Management Charitable Foundation. The grant, called "Think Green" Community Improvement Program, is designed to encourage local solutions that showcase environmental stewardship, show evidence of sustainability of the project after the grant terminates and a use of partnerships to leverage the scope, size and duration of the project.  Grants are awarded to the best proposals that show a creative and comprehensive concept for community renewal and/or beautification.  Fifteen $10,000 grants will be awarded.

 

Keep Columbus Beautiful has been tentatively awarded a $10,000 grant, in partnership with the Reinhard Block Club, to develop a safe centralized green space/public park for year-round community interaction in a Columbus south side urban neighborhood that is working daily to fight crime and environmental blight.  This legislation authorizes the Public Service Director to formally apply for the grant and accept it [if awarded,]; it also authorizes the appropriation of these funds within the Private Grant Fund and its expenditure there from that Fund.

 

Fiscal Impact:  None.  No city match is required for this grant.  KCB resources that will be dedicated to managing/implementing this grant are included in the program's 2007 operating budget within the Street Construction, Maintenance and Repair Fund.

 

Emergency action is requested to make this funding available to KCB as soon as possible to allow the   purchasing of park equipment and planning of educational garden activities to be ready to start in Spring of 2008.

Body

WHEREAS, the Keep Columbus Beautiful (KCB) program is eligible to apply for a grant sponsored by Keep America Beautiful, Incorporated (KAB), and Waste Management Charitable Funding Foundation; and

 

WHEREAS, this grant is designed to facilitate beautification of a public green space/park for year-round use by the community; and

 

WHEREAS, Keep Columbus Beautiful has been tentatively awarded a $10,000 grant to develop and create the green space in partnership with the Reinhard Block Club; and

 

WHEREAS, it is immediately necessary to authorize the Public Service Director to apply for the grant and accept it if awarded as soon as possible to allow the planning and development for the beautification of the land to coincide with Spring; thereby preserving the public health, peace, property, safety and welfare; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Public Service Director be and hereby is authorized to apply to Keep America Beautiful, Incorporated, for a "Think Green" grant designed to facilitate beautification of 562 Reinhard Ave. located in Ganthers Place with the goal of developing a public green space/park for year-round use by the community and to accept said grant if awarded.

 

SECTION 2.  That from the unappropriated balance of the Private Grant Fund, Fund 291, and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2007, the sum of $10,000 be and hereby is appropriated to the Refuse Collection Division, Department No. 59-02, Object Level One Code 02, Object Level Three Code 2200.

 

SECTION 3. That the City Auditor shall establish accounting codes as necessary.

 

SECTION 4.  That the monies appropriated in Section 2 shall be paid upon order of the Public Service Director and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 5.  That the Public Service Director be and hereby is authorized to expend $10,000.00 or so much thereof as may be needed to pay appropriate "Think Green" grant program expenses from the Private Grant Fund, Fund 291, Refuse Collection Division, Department No. 59-02, Object Level One Code 02, Object Level Three Code 2200, OCA codes and grant numbers to be established by the City Auditor as necessary.

 

SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
