Explanation
The Public Service Department, Refuse Collection Division, Keep Columbus Beautiful (KCB) program is eligible to apply for a grant sponsored by Keep America Beautiful, Incorporated (KAB), and Anheuser Busch.  The grant, called the 2007 KAB/Anheuser-Busch Environmental Grants Program is designed to promote recycling, reduce litter, beautify and improve community environments by establishing sustainable programs and partnerships between KAB affiliates and Anheuser-Busch wholesalers.
 
Keep Columbus Beautiful is requesting a $10,000 grant award from the 2007 KAB/Anheuser-Busch Environmental Grants Program to help support recycling and provide a venue for recycling at Columbus Festivals and public events.   Keep Columbus Beautiful (KCB) is applying for this grant as an affiliate in good standing with Keep America Beautiful and the City of Columbus community improvement program.  Expanding recycling opportunities for Columbus residents and visitors at city-sponsored public events furthers Mayor Michael B. Coleman's "Get Green Columbus" initiative.  Keep Columbus Beautiful provides education to the Columbus community on various environmental programs and helps facilitate removal of plastic bottles and cans from the waste stream through recycling.
 
This legislation authorizes the Public Service Director to formally apply for the grant and accept it [if awarded,]; it also authorizes the appropriation and expenditure of these funds within the Private Grant Fund.
 
Fiscal Impact:  None.  No city match is required for this grant.  KCB resources that will be dedicated to managing/implementing this grant are included in the program's 2007 operating budget within the Street Construction, Maintenance and Repair Fund.
 
Emergency action is being requested in order to meet the grant submission and award dates as well as to meet a grant end date of April 30, 2008, if awarded.

WHEREAS, the Keep Columbus Beautiful (KCB) program is eligible to apply for a grant sponsored by Keep America Beautiful, Incorporated (KAB), and Anheuser Busch called "2007 KAB/Anheuser-Busch Environmental Grants Program"; and
 
WHEREAS, this grant is designed to facilitate purchasing of recycling containers in partnership with Anheuser Busch wholesale distributors and the City of Columbus with the goal of removing plastic bottles and cans from the waste stream through recycling at public events and festivals; and
 
WHEREAS, Keep Columbus Beautiful, if awarded, will purchase recycling containers on behalf of the City of Columbus for use at public special events and festivals under their sponsorship; and
 
WHEREAS, it is  necessary to authorize the Public Service Director to apply for the grant and accept it if awarded to allow the purchase of recycling containers to be completed for use at the Earth Day festival in April 2008; thereby preserving the public health, peace, property, safety and welfare; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Public Service Director be and hereby is authorized to apply to Keep America Beautiful, Incorporated, for a "2007 KAB/Anheuser-Busch Environmental Grants Program" for a grant designed to facilitate purchasing of recycling containers in partnership with Anheuser Busch wholesalers and the City of Columbus with the goal of removing plastic bottles and cans from the waste stream through recycling at public events and festivals; and to accept said grant if awarded.
 
SECTION 2.  That from the unappropriated balance of the Private Grant Fund, Fund 291, and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2007, the sum of $10,000.00 be and hereby is appropriated to the Refuse Collection Division, Department No. 59-02.
 
SECTION 3.  That the City Auditor shall establish accounting codes as necessary.
 
SECTION 4.  That the monies appropriated in Section 2 shall be paid upon order of the Public Service Director and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
 
SECTION 5.  That the Public Service Director be and hereby is authorized to expend $10,000 or so much thereof as may be needed to pay appropriate "2007 KAB/Anheuser-Busch Environmental Grants Program" expenses from the Private Grant Fund, Fund 291, Refuse Collection Division, Department No. 59-02, with the City Auditor establishing accounting codes as necessary.
 
SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
