Explanation
Need: The Division of Police needs to purchase television monitors and mounts for all the roll call rooms so that streaming content will be available for training purposes over the internet. All officers will be able to receive training and updates at their assigned location resulting in less time away from patrol areas.
Bid Information: The Division of Police requested an informal bid for this item since the formal bid process could not be completed in time to complete by year-end closing. The Purchasing Office advertised SO027079 from 11/02/07 through 11/12/07. Sixteen responses were received. The lowest bidder, Business Services bid $1399.00 each and met the exact specification. The Division of Police is requesting to waive competitive bidding due to insufficient time to complete a formal bid by year-end closing and award the purchase of television monitors from Business Services in the total amount of $20,985.00 based on their bid being lowest, most responsible, responsive and best bid evaluated by the Police Net personnel. The total amount for the mounts will be $1,785.00 and will be awarded to The Comp LTD, LLC. Since the purchase for the mounts is under $20,000, the Purchasing Office will process a purchase order for these items.

To authorize and direct the Finance and Management Director to enter into a contract for the purchase of television monitors for the Division of Police, to authorize the expenditure of $20,985.00 from Law Enforcement Contraband Seizure Funds, to waive the provisions of Columbus City Codes Chapter 329; and to declare an emergency. WHEREAS, the Division of Police needs television monitors for training purposes in the roll call rooms; and
WHEREAS, the Purchasing Office solicited informal bids, SO027079 for the purchase of television monitors; and
WHEREAS, the Division of Police recommended that a contract be awarded to Business Services on the basis of their bid being the lowest, most responsible and responsive bid received; and
WHEREAS, the cost of this purchase was appropriated in the Law Enforcement Contraband Seizure Funds; and
WHEREAS, it is necessary to waive the provisions of Section 329 of the Columbus City Codes, 1959; and
WHEREAS, an emergency exists in the daily operation of the Division of Police, Department of Public Safety, in that it is immediately necessary to enter into contract for the purchase of television monitors for training purposes in the roll call rooms to be completed before year-end closing for the immediate preservation of the public peace, health, safety and welfare, now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
SECTION 1. That the Finance and Management Director be and is hereby authorized and directed to enter into contract with Business Services for the purchase of television monitors for training purposes for roll call rooms based on Business Services bid being the lowest, most responsible, responsive and best bid received.
SECTION 2. That the provisions of Section 329.27 of Columbus City Codes, this Council finds it is in the best interest of the City of Columbus to waive the provisions of Section 329.06 of the Columbus City Codes to permit the aforementioned purchase.
SECTION 3. That the expenditure of $20,985.00 or so much thereof as may be needed, be and the same is hereby authorized as follows:
