Explanation
The Public Service Department, Refuse Collection Division, Keep Columbus Beautiful (KCB) program is eligible to apply for a grant sponsored  by the Ohio Department of Natural Resources (ODNR), Division of Recycling & Litter Prevention in conjunction with Keep Ohio Beautiful. The grant, called 2008 Litter Clean-Up Grant, is designed to facilitate partnering with the Ohio State University to sustain volunteer litter removal projects through the OSU University Area Neighborhoods of the City of Columbus.  
 
The ODNR Division of Recycling and Litter Prevention have allocated $200,000 to promote community participation in the Keep Ohio Beautiful Month awareness campaign. Grant awards may range in amounts from $200 up to a maximum grant award of $2,500.  Those eligible to apply include Ohio counties, municipal corporations, townships, villages, solid waste management districts or authorities and Keep Ohio Beautiful-designated communities.
 
Keep Columbus Beautiful is requesting a grant award of $2,500.00 to implement a sustainable litter abatement program for the neighborhoods and streets surrounding the Ohio State University campus.   This legislation authorizes the Public Service Director to formally apply for the grant and accept it, if awarded.  This ordinance also authorizes the appropriation and expenditure of these funds within the General Government Grant Fund.
Fiscal Impact:  None.  While no city matching funds are required, local financial or in-kind contributions will help to demonstrate a sense of commitment, and offset the overall cost of the project. KCB resources that will be dedicated to managing/implementing this grant are included in the program's 2007 operating budget within the Street Construction, Maintenance and Repair Fund.
 
Emergency action is requested to apply for this funding to meet the application deadline. Applications must be U.S. postmarked or delivered by January 4, 2008.  If awarded, monies must be used to complete a litter cleanup activity on public land areas, roadsides or waterways between April 1 - May 31, 2008.

WHEREAS,  the Keep Columbus Beautiful program is eligible to apply for the 2008 Litter Clean-Up Grant, sponsered by the Ohio Department of Natural Resources (ODNR); and
 
WHEREAS, this grant is designed to facilitate partnering with The Ohio State University with the goal of removing litter from  the streets and alleys in neighborhoods and waterways surrounding the university campus; and
 
WHEREAS, Keep Columbus Beautiful must submit an application by January 4, 2008; and
 
WHEREAS, it is immediately necessary to authorize the Public Service Director to apply for the grant and accept it, if awarded, as soon as possible to allow the planning for an effective litter abatement project and miscellaneou sustainable efforts in Spring of 2008, thereby preserving the public health, peace, property, safety and welfare; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Public Service Director be and hereby is authorized to apply to The Ohio Department of Natural Resources, Division of Recycling & Litter Prevention for the 2008 Litter Clean-up Grant designed to facilitate a partnership with The Ohio State University and its students to remove litter from the public streets, alleys and waterways and to accept said grant, if awarded.
 
SECTION 2.  That from the unappropriated balance of the General Government Grant Fund, Fund 220, and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2007, the sum of $2,500.00 be and hereby is appropriated to the Refuse Collection Division, Department No. 59-02.
 
SECTION 3.  That the City Auditor shall establish accounting codes as necessary.
 
SECTION 4.  That the monies appropriated in Section 2 shall be paid upon order of the Public Service Director and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
 
SECTION 5.  That the Public Service Director be and hereby is authorized to expend $2,500.00 or so much thereof as may be needed to pay appropriate 2008 Litter Clean-Up Grant  program expenses from the General Government Grant Fund, Fund 220, Refuse Collection Division, Department No. 59-02, OCA codes to be established by the City Auditor's office as necessary.
 
SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
