BACKGROUND: This legislation authorizes the expenditure of $12,520 of the Private Grant Fund to modify and increase the Lead Safe Columbus contract with ATC and Associates (cc# 46-0399408, expires 4/23/09). This organization provides services under Lead Safe Columbus such as lead testing, risk assessments, work specs, clearance testing and other technical and educational activities relative to increasing the supply of lead safe, affordable housing for low income families.
 
Emergency action is requested to avoid interruptions in program services.
 
FISCAL IMPACT: Lead Safe Columbus will increase its contract with ATC and Associates by $12,520. The grant funds are from a Dupont and U.S. Conference of Mayors Grant.

Whereas, this legislation authorizes the expenditure of $12,520 from the Private Grant Fund to modify and increase the Lead Safe Columbus contract with ATC; and
 
Whereas, this organization provides services under Lead Safe Columbus such as lead testing, risk assessments, work specs, clearance testing and other technical and educational activities relative to increasing the supply of lead safe, affordable housing for low income families; and
 
Whereas, the grant funds are from a Dupont and U.S. Conference of Mayors Grant; and
 
Whereas, emergency action is requested to avoid interruptions in program services; and
 
Whereas, an emergency exists in the usual daily operation of the Department of Development, Housing Division, in that it is immediately necessary to expend the aforementioned grant funds, thereby preserving the public health, peace, property, safety and welfare; and NOW, THEREFORE,
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
Section 1.      That the Development Director is hereby authorized to modify Lead Safe Columbus contract EL007099 with ATC and Associates by increasing the contract amount by $12,520.
 
Section 2.      That for the purposes stated in Section 1 above, the expenditure of $12,520 or so much thereof as may be necessary is hereby authorized, from the Department of Development, Housing Division, Department No. 44-10, Fund No. 291, Grant 446019, Object Level One 03, Object Level Three 3336, OCA 446019.
 
Section 3.      That for the reasons stated in the preamble hereto, which is hereby made a part thereof, this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
