BACKGROUND: This legislation authorizes the transfer of $16,434 between object levels within the General Government Grant Fund and authorizes the expenditure of these funds and $15,000 from the Community Development Block Grant (CDBG) Fund to modify and increase the Lead Safe Columbus contract with the Franklin County Board of Health. This organization provides services under Lead Safe Columbus such as lead testing, risk assessments, work specs, clearance testing and other technical and educational activities relative to increasing the supply of lead safe, affordable housing for low income families. The Franklin County Board of Health will receive additional funds totaling $31,434.
 
Emergency action is requested to avoid interruptions in program services.
 
FISCAL IMPACT: $16,434 will be transferred between object levels within the General Government Grant Fund and $15,000 will be expended from CDBG funds in order to provide funds for a Lead Safe Columbus contract increase with the Franklin County Board of Health.

Whereas, this legislation authorizes the Director of the Department of Development to modify a Lead Safe Columbus contract with the Franklin County Board of Health; and
 
Whereas, this organization provides services under Lead Safe Columbus such as lead testing, risk assessments, work specs, clearance testing and other technical and educational activities relative to increasing the supply of lead safe, affordable housing for low income families; and
 
Whereas, Franklin County Board of Health will receive an additional $31,434; and
 
Whereas, the grant funds are from a Round 12 Lead Grant and the Community Development Block Grant Fund; and
 
Whereas, emergency action is requested to avoid interruptions in program services; and
 
Whereas, an emergency exists in the usual daily operation of the Department of Development, Housing Division, in that it is immediately necessary to transfer and expend the aforementioned grant funds, thereby preserving the public health, peace, property, safety and welfare; and NOW, THEREFORE,
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
Section 1.      That the City Auditor is hereby authorized to transfer $16,434 within the General Government Grant Fund, Division 44-10, Fund No. 220, Grant 445005, OCA Code 445005 as follows:

Section 2.      That the Development Director is hereby authorized to modify Lead Safe Columbus contract EL007081 with the Franklin County Board of Health by increasing the contract amount by $31,434.
 
Section 3.      That for the purposes stated in Section 2 above, the expenditure of $16,434 or so much thereof as may be necessary is hereby authorized, from the Department of Development, Housing Division, Department No. 44-10, Fund 220, Grant 445005, Object Level One 03, Object Level Three 3336, OCA 445005.
 
Section 4.      That for the purposes stated in Section 2 above, the expenditure of $15,000 or so much thereof as may be necessary is hereby authorized, from the Department of Development, Housing Division, Department No. 44-10, Fund 248, Object Level One 03, Object Level Three 3336, OCA 440524.
 
Section 5.      That in the reasons stated in the preamble hereto, which is hereby made a part thereof, this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
