Explanation
BACKGROUND: This legislation authorizes the appropriation and expenditure of $10,000.00 from the Emergency Human Services Fund to the Department of Development, Neighborhood Services Division, for the purpose of entering into a grant agreement with the United Way of Central Ohio to support their coordination of the 2007 tax-season Earned Income Tax Credit (EITC) Program.
FISCAL IMPACT: Funds for the grant are allocated from the FY2007 Emergency Human Services Fund.

To authorize the appropriation of $10,000.00 from the unappropriated balance of the Emergency Human Services Fund to the Department of Development; to approve the grant application of United Way of Central Ohio seeking emergency assistance for costs associated with the delivery of their program pursuant to Section 371.02 (c) of the Columbus City Codes, 1959;to authorize the Director of the Department of Development to enter into a grant agreement with the United Way of Central Ohio for support of their work in coordinating the 2007 tax-year Earned Income Tax Credit program; to authorize the expenditure of $10,000.00 from the Emergency Human Services Fund; and to declare an emergency. WHEREAS, it is the desire of the Chair of Columbus City Council's Heath, Housing and Human Services Committee and the Director of the Department of Development to appropriate funds from the unappropriated balance of the Emergency Human Services Fund and to distribute these funds to the United Way of Central Ohio to support their coordination of the 2007 tax-season Earned Income Tax Credit (EITC) program; and
WHEREAS, pursuant to Section 371.02(c) of the Columbus City Codes, 1959, City Council is authorized to allocate funds annually to assist social service agencies in the city with the emergency costs of delivering programs; and
