Explanation
Background: The Division of Sewerage and Drainage has an existing contract with Evans, Mechwart, Hambleton & Tilton, Inc. for the design of the Group 8A Areawide Stormwater System Improvements. A portion of this overall stormwater improvement is the design of a new stormwater system for Joyce Avenue and Hudson Street.
The Transportation Division has identified Joyce Avenue and Hudson Street as streets that are in need of full reconstruction. This area is included in the Operation Safewalks program, therefore curbs and sidewalks will also be provided with the street reconstruction.
Both projects are in the same location therefore it would be in the best interest of the public to construct both projects simultaneously. This legislation authorizes the Director of Public Utilities to enter into a modification to the design contract XC820031 with Evans, Mechwart, Hambleton & Tilton, Inc. for the Group 8A Areawide Stormwater System.
The contract modification is needed to produce roadway construction drawings to reconstruct Hudson Street from approximately Cleveland Avenue to approximately Parkwood Avenue; and Joyce Avenue from Hudson Avenue to Kenmore Road. The work to modify the design is projected to begin in February 2008. Construction is scheduled for the construction season of 2008. The cost of the street reconstruction work is estimated to be $3,500,000.
This modification is an addition to the original scope of service but is a continuation of the existing work already performed and it would be more expensive and time consuming to contract with a different consultant. It is appropriate and cost efficient for both types of projects to be in construction at the same time.
The total amount of this modification is $400,000.00. The original contract amount was $551,658.68. The total amount of the contract, including all modifications, is $1,227,813.38.
