Explanation

 

The City of Columbus offers a full health benefits package to city employees pursuant to their union groups. These benefits include medical, pharmacy, dental, vision, life, disability, and COBRA coverage. The Employee Benefits/Risk Management section of the Human Resources Department maintains an Employee Benefits Booklet to inform employees of their benefits as defined by union contracts and City of Columbus policy. 

 

The Employee Benefits Booklet is currently under revision. This legislation authorizes the Human Resources Director to purchase supplies and printing services for the revised Employee Benefits Booklets.  The purchase of these revised Benefits Booklets will assist the City in its continued efforts to provide comprehensive insurance coverage to our employees. 

 

FISCAL IMPACT:  During the 2007 budget process, City Council appropriated $30,000 within the Employee Benefits Trust Fund, Fund 502, 46-01 account for the printing of these booklets.  This ordinance will authorize the use of $30,000 to purchase these supplies and printing services.

 

This ordinance is submitted as emergency so as to allow for the financial transaction to be posted in the City's accounting system as soon as possible.  Up-to-date financial posting promotes accurate accounting and financial management.

 

Title

 

To authorize the Director of Human Resources to expend $30,000 from the Employee Benefits Trust Fund, Fund 502, to purchase needed supplies and printing services; and to declare an emergency.

 

Body

 

WHEREAS, the City of Columbus, with the full support of the City Council is committed to providing necessary and adequate resources to administer insurance benefits to eligible city employees; and

 

WHEREAS, the purchase of supplies and printing services will significantly enhance the City's effort to provide an explanation of employee benefits, including health, pharmacy, dental, vision, life, disability, and COBRA; and

 

WHEREAS, an emergency exists in the usual daily operation of the City of Columbus in that it is immediately necessary to purchase supplies and printing services and to allow for up-to-date financial postings, therefore: 

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS

 

SECTION 1:  That the Human Resources Director is hereby authorized to purchase necessary supplies and printing services for the benefit of the Employee Benefits/Risk Management section of the Human Resources Department, and to expend $30,000 from the Employee Benefits Trust Fund, Fund 502:

SECTION 2:  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from, and after its passage and approval by the Mayor or ten days after passage, if the Mayor neither approves or vetoes the same.
