Explanation
BACKGROUND:
This legislation authorizes the expenditure of $100,000 from the Development Director's General Fund budget for the support of the Columbus Franklin County Community Action Agency (CFCCAA).
Community Action Agencies were established to reduce poverty and to help low-income individuals and families become self-sufficient. CFCCAA was designated by the Ohio Department of Development in August 2007 as the official Community Action Agency serving Columbus and Franklin County. Support for the Columbus Franklin County Community Action Agency represents the City's commitment to help low-income individuals become self-sufficient.
Emergency action is necessary to avoid delay in the delivery of vital program services.
FISCAL IMPACT:
$100,000 is available in the department's 2007 General Fund allocation for support of the Columbus Franklin County Community Action Agency.

WHEREAS, this legislation authorizes the expenditure of General Fund monies for the support of the newly created Columbus Franklin County Community Action Agency; and
WHEREAS, the City of Columbus desires to collaborate with the new agency to build the foundation for programs that will help to reduce poverty in Columbus and Franklin County; and
WHEREAS, the Columbus Franklin County Community Action Agency currently provides Home Energy Assistance (HEAP), Home Weatherization Assistance (HWAP) and other needed programs and services to low income individuals in Columbus and Franklin County; and
WHEREAS, funds are available in the Development Director's 2007 General Fund budget to support the new Columbus Franklin County Community Action Agency; and
