Explanation

The purpose of this ordinance is to authorize the Director of Finance and Management to establish a purchase order for the purchase of a Heat Exchanger for the Division of Sewerage and Drainage, Jackson Pike Wastewater Treatment Plant, with Cornerstone Maintenance Services Ltd.

The heat exchanger is to replace an exchanger that is inoperable and beyond repair in the Jackson Pike Wastewater Treatment Plant Dewatering Building. The Jackson Pike Wastewater Treatment Plant needs the exchanger installed in the building prior to inclement weather occurs.

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

The Purchasing Office opened formal bids on November 21, 2007. Two (2) bids were received. A tabulation of the bids is as follows:

Cornerstone Maintenance Services Ltd $28,345.00

National Pump and Process: $31,760.00

SUPPLIER: Cornerstone Maintenance Services Ltd. (01-0852059); Expires 1-12-08

FISCAL IMPACT: $28,345.00 is budgeted and needed for this purchase.

Emergency legislation is being requested so that the item can be purchased and installed in the Dewatering Building prior to inclement weather
