Explanation

Background: Formal competitive bids were solicited and opened by the Purchasing Office on November 8, 2007 for one (1) cab and chassis truck with a forestry chipper dump body (solicitation number SA002670 CGW).  This vehicle is an integral part of the Forestry Division's daily mission which is to maintain trees and keep City streets clear from obstructed views.  Forestry crews use the chipper truck to haul and dump the chipped limbs and debris from work sites.  This purchase replaces a similar piece of equipment that is used in the daily operations of the Recreation and Parks Forestry Division.  Bids were received from four (4) different vendors as follows:

Vendor                                                Unit Cost                   Status
Byers Chevrolet                                $82,583.00                  Majority
(Custom body built by Kaffenbarger Truck Equipment)

Center City International                 $83,949.00                  Majority
   Trucks, Inc.
(Custom body built by Kaffenbarger Truck Equipment)

Fyda Freightliner Columbus, Inc.    $84,984.00                  Majority
(Custom body built by Kaffenbarger Truck Equipment)

Graham Ford, Inc.                               $84,991.00                  Majority
(Custom body built by Kaffenbarger Truck Equipment)

It is recommended that the award be made to Byers Chevrolet based on the best, responsive and responsible bidder.

Byers Chevrolet will coordinate installation of the custom body with Kaffenbarger Truck Equipment.

Federal Identification Number:  31-4139860

This ordinance is being submitted as an emergency so that we can order the custom truck and body, have it assembled and delivered to us so that it is available for use by the Forestry Division staff in the Spring of 2008.

Fiscal Impact:  Funding for the purchase of one (1) cab and chassis truck with forestry chipper dump body will come from the Recreation and Parks Voted Bond Fund, Department 51; Fund 702; OCA Code 510040; Object Level Three 6652; Project Level 510040; and is contingent on 2007 bond fund proceeds.
