Explanation

Background: This ordinance authorizes the Finance and Management Director to enter into a professional services contract on behalf of the Office of Construction Management with Mull & Weithman Architects, Inc. for architectural and engineering services relative to the new Police Division property room project at 724 Woodrow Avenue. The purchase of 724 Woodrow Avenue, in the amount of $1,580,000.00 was approved by Ordinance No. 0477-2007, passed April 11, 2007. The purpose of this purchase was to allow the Police Division to consolidate and relocate both its Property Room, currently located at the 1250 Fairwood Avenue Complex, and the Police Crime Lab, located in leased space at King Avenue.

Requests for Proposals (RFPs) were available on August 21, 2007, and responses were to be submitted on or before September 17, 2007. The City received four proposals, from the following firms: Bird Houk Collaborative, DLZ Ohio, Inc. (MBR), HKI Associates, Inc. (MBE), and Mull & Weithman Architects, Inc. A five-person committee evaluated the proposals, consisting of one member from the Equal Business Opportunity Commission Office and two members each from the Office of Construction Management and Police Division.

The scores were as follows:
Mull & Weithman Architects, Inc. (819 points)
HKI Associates, Inc. (701 points)
DLZ Ohio, Inc. (696 points)
Bird Houk Collaborative (570 points)

Mull & Weithman Architects, Inc. was the highest-ranked firm, receiving consistently high marks from the Evaluation Committee. Mull & Weithman Architects, Inc. received the highest scores in five of the six categories (Competence to Perform, Past Performance, Project Tasks Defined, Innovative Approach, and Cost Containment), and the second highest score in the remaining category (Understanding of Project).
