Explanation
BACKGROUND: This ordinance authorizes a transfer within the General Government Grant Fund, Rental Rehabilitation Program and authorizes the Director of the Department of Development to enter into a contract with Thompson Building Associates (cc # 31-1020606) to provide services to secure the Edna Building (879 E. Long St.). The contract will provide a total of $87,000; $20,000 from the General Fund and $67,000 of program income from the Rental Rehabilitation Program.
The city purchased this property in 2003. The City Office of Land Redevelopment published a "request for proposals" (RFP) on April 23, 2007 to request redevelopment ideas and qualifications. The RFP Review Panel reviewed the submitted proposals and unanimously recommended against awarding the project at this time. The Panel members suggested that the City of Columbus perform basic renovations to the property (new roof, etc) to protect the building from continued deterioration.
Thompson Building Associates will provide services including, but not limited to, removing the existing, deteriorating roof, removing existing water-damaged flooring, boarding up windows, and preparing drawings and specifications for replacing the roof.
It is necessary to waive competitive bidding requirements due to time constraints.
Emergency action is required so that the securing of this structure will not be delayed.
FISCAL IMPACT: Funds for this contract are allocated from the 2007 General Fund and from program income through the Rental Rehabilitation Program that is generated on the principal of amortized and deferred loans. Additional funds will need to be identified for the actual roof replacement.

To authorize the transfer of $67,000 within the General Government Grant Fund, Rental Rehabilitation Program; to authorize the Director of the Department of Development to enter into a contract with the Thompson Building Associates to provide services to secure the Edna Building; to waive the provisions of Chapter 329 of Columbus City Code; to authorize the expenditure of $20,000 from the General Fund and $67,000 from the General Government Grant Fund, Rental Rehabilitation Program; and to declare an emergency. WHEREAS, it is necessary to transfer funds within the General Government Grant Fund, Rental Rehabilitation Program; and
WHEREAS, the Director of the Department of Development desires to enter into a contract with Thompson Building Associates to provide services to secure the Edna Building; and
WHEREAS, Thompson Building Associates will provide services including, but not limited to, removing the existing, deteriorating roof, remove existing water-damaged flooring, boarding up windows, and preparing drawings and specifications for replacing the roof; and
WHEREAS, emergency action is required so that the securing of this structure will not be delayed; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development, Housing Division, in that it is immediately necessary to transfer said funds and to enter into a contract with Thompson Building Associates to provide services to secure the Edna Building, thereby preserving the public health, peace, property, safety, and welfare; and NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the City Auditor is hereby authorized and directed to transfer $67,000.00 within the General Government Grant Fund, Fund No. 220, Grant No. 448015, as follows:

Section 2. That the Director of the Department of Development is hereby authorized to enter into a contract with Thompson Building Associates to provide services to secure the Edna Building.
Section 3. That, in accordance with section 329.27 of the Columbus City Code, this City Council finds it in the best interest of the City to waive the provisions of Section 329.06 of the Columbus City Codes and they are hereby waived.
Section 4. That for the purposes stated in Section 2 above, the expenditure of $20,000 or so much thereof as may be necessary is hereby authorized, from the General Fund, Department of Development, Department 44-01, Fund 010, Object Level One 03, Object Level Three 3336, OCA Code 440311.
Section 5. That for the purposes stated in Section 2 above, the expenditure of $67,000 or so much thereof as may be necessary is hereby authorized from the Rental Rehabilitation Program Fund, Department of Development, Department 44-10, Fund 220, Object Level One 03, Object Level Three 3336, OCA Code 440304.
Section 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
