Explanation
 
The Public Service Department, Transportation Division, is responsible for maintaining and diagnosing the division's fiber optic cable for its traffic systems throughout the City.  To accomplish this, the Transportation Division is in need of an Optical Time Domain Reflectometer (OTDR) to facilitate testing and maintenance of fiber-optic communications networks for data and video transmissions.
 
OTDR are commonly used for in-place testing of very long fiber-optic cable runs, where it is impractical to dig up or remove what may be a kilometers-long cable. They are indispensable for preventive maintenance of  telecommunication lines, as they can reveal growing resistance levels on joints and connectors as they  corrode and increasing insulation leakage as it degrades and absorbs moisture long before either leads to catastrophic failures.Splice and connector loss measurements can be made as well as analysis of either sections of an installed cable or an overview of the complete end to end link.
 
The Purchasing Office received and opened formal competitive bid SA002724 on November 29, 2007.  Two bids were received.

The Public Service Department recommends that the award be made to Gov Connection, the lowest responsive, responsible and best bidder.  This ordinance authorizes the Director of Finance and Management to enter into contract with Gov Connection, CC# 521837891 expiring 10/9/09 for the purchase of an Optical Time Domain Reflectometer for the Transportation Division in the amount of $22,285.00.
 
Fiscal Impact:  This purchase is budgeted within the Transportation Division's  1995, 1999, 2004 Voted Streets and Highways Fund.
 
Emergency action is requested to expedite the receipt of this item so that it may be used immediately for Traffic System diagnostics.

Body
WHEREAS, the Transportation Division is responsible for maintaining a fiber optic network throughout the City for its Traffic System; and.  
 
WHEREAS, this mission is effected by utilizing Optical Time Domain Reflectometers (OTDR) for diagnosis and maintenance of that system; and
 
WHEREAS, the Purchasing Office has received formal bids and Gov Connection was the lowest responsive, responsible and best bidder; and
 
WHEREAS, an emergency exists in the usual daily operation of the Public Service Department, Transportation Division, in that it is immediately necessary to procure an Optical Time Domain Reflectometer (OTDR)  for utilization in maintaining and diagnosing the division's fiber-optic network, thereby preserving the public health, peace, property, safety and welfare; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Finance and Management Director be and hereby is authorized to enter into contract with Gov Connection,  706 Milford Rd Rt 101A, Merrimack, NH 03054-4631, in the amount of $22,285.00 for the purchase of an Optical Time Domain Reflectometer (OTDR) for the Transportation Division.
 
SECTION 2.  That for purposes of paying the cost of said Optical Time Domain Reflectometer (OTDR)  the expenditure of $22,285.00 or so much thereof as may be needed be and hereby is authorized from Fund 265,  the 1995, 1999, 2004 Voted Streets and Highways Fund, Department No. 59-09, Transportation Division, Object Level One Code 06, Object Level Three Code 6622, OCA Code 644385, Project Number 540007.
 
SECTION 3.  That for the reasons stated in the preamble hereto that is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
