Explanation
This ordinance authorizes the Director of the Department of Public Safety to expend $5,920,000 for the use of the Franklin County Correction Centers for the housing of City of Columbus prisoners. The City of Columbus and Franklin County entered into a contract, numbered CT-15777 that charges a per diem amount for the housing of City of Columbus Prisoners, thus eliminating the need for an annual reconciliation. This contract, signed in 1994 by the County Commissioners and the city is amended periodically only for per diem increases. The current per diem amount of $70 per day was established in January 2002. This ordinance is a request to expend $5,920,000 in 2008 and January 2009 with the Franklin County Sheriff for the housing of City of Columbus Prisoners.

FISCAL IMPACT:
Eight million and four-hundred thousand dollars ($8.4 million) are budgeted in the Safety Director's office in 2008 for this contract. Due to credits for prior year overpayment, a budget of only $3.3 million was established in 2007 for payments to Franklin County. However, no funds were expended in 2007 for the jail contract due to the credits. The city's total jail contract expenditure with Franklin County totaled $7,800,380 million in 2007, $8.4 million in 2006 and $9.9 million in 2005.
