Explanation
Memorandum of Understanding (MOU) #2007-01 was executed by representatives of the City and the Fraternal Order of Police/Ohio Labor Council, Inc. This MOU recognizes the classification title changes from Criminalist II to Forensic Scientist II and Criminalist III to Forensic Scientist III. This MOU also pays a retention bonus of $1,000 to employees classified as Forensic Scientist II and Forensic Scientist III in calendar years 2008 and 2009. The passage of this ordinance indicates Council's acceptance of MOU #2007-01, a copy of which is attached hereto.

To accept Memorandum of Understanding #2007-01 executed between representatives of the City of Columbus and the Fraternal of Police/Ohio Labor Council , Inc. which amends the Collective Bargaining Agreement April 2, 2007 through April 1, 2010; and to declare an emergency.
Body
WHEREAS, representatives of the City of Columbus and Fraternal of Police/Ohio Labor Council, Inc. (FOP/OLC) entered into Memorandum of Understanding (MOU) #2007-01, a copy of which is attached hereto, to amend the Collective Bargaining Agreement between the City and FOP/OLC Inc., April, 2 2007 through April 1, 2010; and
WHEREAS, an emergency exists in the usual daily operation of the City in that it is immediately necessary to amend the Collective Bargaining Agreement between the City and the FOP/OLC Inc. by accepting MOU #2007-01 so that implementation can proceed at the earliest possible date, thereby preserving the public peace, property, health, safety and welfare; Now Therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That MOU #2007-01 amends the Collective Bargaining Agreement between the City and FOP/OLC, Inc., April 2, 2007 through April 1, 2010.
Section 2. That City Council, in the best interests of the City, hereby recognizes and accepts MOU #2007-01, a copy of which is attached hereto, executed between the City and FOP/OLC, Inc., to be effective with the first day of the first pay period following passage by City Council.
Section 3. For reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency and shall take effect and be in force from and after its passage and approval by the Mayor or ten (10) days after passage if the Mayor neither approves nor vetoes the same.
