Explanation
BACKGROUND: This ordinance authorizes the Director of the Department of Development to enter into a contract with Zucker Systems (cc# 330131188, expires Feb. 12, 2010) to provide full-service assistance to the City by developing a business model, financial model and implementation plan for the creation of a One-Stop Shop department devoted to the private development processes within the City of Columbus. The consulting firm will be responsible for the completion of a thorough consolidation plan to bring the pertinent City departments and divisions into a newly formed city agency. Zucker Systems will prepare the necessary technical reports of the analysis performed and provide recommendations for alterations and improvements to the current business processes. They will also provide an implementation plan for its recommendations and a strategy for ongoing evaluation of the new department. Zucker Systems was recommended to the Director of Development and the Mayor by an interdepartmental review team representing the Mayor's Office, Development, Public Service, Public Utilities, Finance, Equal Business Opportunity Commission and private-sector members of the Building Services Review Committee.
Emergency action is requested to begin the evaluation/discovery phase immediately.
FISCAL IMPACT: Funds for this contract are allocated from the Development Services Fund ($209,950) and the Department of Public Utilities ($90,000).

WHEREAS, this ordinance authorizes the Director of the Department of Development to enter into a contract with Zucker Systems to provide full-service assistance to the City by developing a business model, financial model and implementation plan for the creation of a One-Stop Shop department devoted to the private development processes within the City of Columbus; and
WHEREAS, the consulting firm will be responsible for the completion of a thorough consolidation plan to bring the pertinent City departments and divisions into a newly formed city agency; and
WHEREAS, Zucker Systems will prepare the necessary technical reports of the analysis performed and provide recommendations for alterations and improvements to the current business processes; and
WHEREAS, Zucker Systems will also provide an implementation plan for its recommendations and a strategy for ongoing evaluation of the new department; and
WHEREAS, Zucker Systems was recommended to the Director of Development and the Mayor by an interdepartmental review team representing the Mayor's Office, Development, Public Service, Public Utilities, Finance, Equal Business Opportunity Commission and private-sector members of the Building Services Review Committee; and
WHEREAS, emergency action is requested to begin the evaluation/discovery phase immediately; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to enter into contract with Zucker Systems, all for the preservation of the public health, peace, property, safety and welfare; and NOW THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of the Department of Development is hereby authorized to enter into contract with Zucker Systems to provide assistance in the development of a One-Stop Shop department.
Section 2. That for the purpose stated in Section 1, the expenditure of $209, 950 or so much thereof as may be necessary, be and is hereby authorized to be expended from the Department of Development, Building Services Division, Division No. 44-03, Development Services Fund, Fund 240, Object Level One 03, Object Level Three 3336, OCA Code 440370.
Section 3. That for the purpose stated in Section 1, the expenditure of $90,000 or so much thereof as may be necessary, be and is hereby authorized to be expended from the Public Utilities Department as follows: Division No. 60-05 , Sewerage and Drainge Operating Fund, Fund 650 , Object Level One 03, Object Level Three 3336, OCA Code 605006; Amount: $32,400.00; Division No. 60-09, Water Operating Fund, Fund 600, Object Level One 03, Object Level Three 3336, OCA 601849, Amount: $32,400.00; Division No. 60-15, Stormwater Operating Fund, Fund 675, Object Level One 03, Object Level Three 3336,OCA 675002, Amount $23,400.00 and Division No. 60-09, Electricity Operating Fund, Fund 550, Object Level One 03, Object Level Three 3336, OCA 600700 Amount $1,800.00.
Section 4. That this contract is awarded in accordance with Chapter 329.12 of the Columbus City Codes, 1959.
Section 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
