Explanation
Background: This legislation authorizes the Public Service Director to enter into contract for the Transportation Division for a professional engineering services contract for the General Engineering Bridges 2008 project with Glaus, Pyle, Schomer, Burns and Dehaven (GPD), in the amount of $300,000.00. A professional services contract for engineering is needed to assure timely completion of the project design and the Transportation Division does not maintain adequate staff or all of the various disciplines necessary to complete such design in house. The intent of the contract is to provide the Transportation Division with resources to perform engineering and surveying tasks specifically related to bridges. Services include design of bridges and culverts as well as plans to repair existing structures. Because the services may be small in scope for individual projects, and some services may be required to quickly address discovered bridge deficiencies, it is desireable to lump the services into one contract.
The selection process for the professional service contracts has been done in accordance with provisions of Chapter 329.12 of Columbus City Codes 1959. The Director of Public Service determined that GPD, CC #341134715 (expiring 1/15/10), submitted the best overall proposal.
Emergency action is requested in order to begin this preliminary engineering work immediately and keep commitments made to the local community.
Fiscal Impact: Funds in the amount of $300,000.00 are budgeted and available in the Voted 1995, 1999, 2004 Streets and Highways Fund for the Transportation Division.

To amend the 2008 Capital Improvement Budget; to authorize the transfer of funds within the Voted 1995, 1999, 2004 Streets and Highways Fund; to authorize the expenditure of $300,000.00 from the Voted 1995, 1999, 2004 Streets and Highways Fund; to authorize the Public Service Director to enter into a professional service contract with GPD for the preliminary engineering for the General Engineering Bridges 2008 project for the Transportation Division; and to declare an emergency. WHEREAS, there is a need to provide resources to the City of Columbus, Transportation Division to perform engineering and survey related tasks specifically for the General Engineering Bridges 2008 project; and
WHEREAS, the Public Service Director has identified the need to enter into a professional service contract for the preparation of preliminary engineering for the General Engineering Bridges 2008 project; and
WHEREAS, a satisfactory proposal has been submitted by GPD; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service, Transportation Division, in that the contract should go forth immediately in order to begin this preliminary engineering work immediately and keep commitments made to the local community, thereby preserving the public health, peace, property, safety and welfare; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the 2008 Capital Improvements Budget established within ordinance 0690-2008 be and hereby is amended to provide funding for this contract as follows:

SECTION 2. That the City Auditor be and hereby is authorized to transfer $204,963.44 within Fund 704, the Voted 1995, 1999, 2004 Streets and Highways Fund, Department No. 59-09, Transportation Division, as follows:

SECTION 3. That for the purpose of paying the cost thereof, the sum of $300,000.00 or so much thereof as may be needed, is hereby authorized to be expended from the Voted 1995, 1999, 2004 Streets and Highways Fund, project 530301-100000, O.L. 01-03 Codes 06-6682, OCA Code 644385 for the Transportation Division
SECTION 4. That the Public Service Director be and is hereby authorized to enter into a contract with GPD, 520 South Main Street, Suite 2531, Akron, OH, 44311 in an amount not to exceed $300,000.00 for the preliminary engineering of the General Engineering Bridges 2008 project.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the mayor, or ten days after passage if the mayor neither approves nor vetoes the same.
