Explanation
1. BACKGROUND:
A. Need. This legislation authorizes the Director of Public Utilities to enter into a professional engineering services agreement with Burgess & Niple, Inc. for the First Avenue Inflow Redirection project for the Division of Sewerage and Drainage. Professional engineering services are required for this project to redirect all public sources of inflow from the combined sewers tributary to the First Avenue regulator as recommended by the City's Wet Weather Management Plan. Also included in this project is the condition assessment of these combined sewers and manholes within the project area, and design services for the rehabilitation or replacement of these sewers and manholes as necessary.
General professional services to be performed under this contract include cleaning and televising the existing combined sewers, performing manhole inspections and evaluations, investigating the need for easements, performing field surveying, preparing a Design Report to document evaluations and recommendations, generating detailed construction plans and specifications, preparing site-specific maintenance of traffic plans, supplying all construction documents required for bidding, performing engineering services during construction, and preparing as-built drawings at the completion of the project. Projected beginning and ending dates for the professional engineering services on CIP 708 are July 2008 and April 2012, respectively. There is no phasing on this project.
B. Procurement Information: Burgess & Niple, Inc., was selected in accordance with the procedures set forth in Columbus City Code, Section 329.13. Requests for Cost Proposals (RFP's) were sent to seven firms having the experience necessary to complete the project; Burgess & Niple, Inc., FMSM, Inc., Chester Engineers, R.D.
