Explanation
Background: This legislation authorizes the City to enter into a contract in an amount up to $128,207.50 for the North High Street Tree Planting Project and to pay construction inspection costs up to $21,791.50. This improvement is part of the Urban Infrastructure Improvement Program and details construction for the North High Street Tree Planting Project which includes street tree installation with tree grates, and other associated work. (See the attached map.)

This project does not affect the existing pedestrian, transit, bicycle or vehicular environment in this heavily traveled corridor. The project will add a stronger green element to this urban area.

The Notice to Proceed is expected in May 2008. The project duration is 30 days. The project was let by the Transportation Division and was advertised in the City Bulletin and by the Builders Exchange. Four bidders/suppliers were solicited (four majority) and two bids were received (two majority) on April 3, 2008 and tabulated on April 4, 2008 as follows:

G & G Cement Contractors $128,207.50
GreenScapes Landscape $138,378.75


Award is to be made to G & G Cement Contractors, CC# 31- 0924129 (expiration 11/20/2008), as the lowest, best, most responsive and most responsible bidder.

Fiscal Impact: Funding for this project is budgeted within the Department of Recreation and Parks and the Transportation Division.

Emergency Action: Emergency action is necessary in order to meet a scheduled construction start date of May 26, 2008. If this date cannot be met, it will be too late in the season to plant trees and the project will be delayed until this fall.
