Explanation
This ordinance funds a curfew violation program in partnership with the Young Men's Christian Association (YMCA) of Central Ohio, a non-profit organization located on West Long Street in Downtown Columbus.  This curfew program will run over the summer months starting on June 5th each Thursday, Friday and Saturday.  Police officers will take minor curfew violators to the YMCA of Central Ohio who will supervise them until their parent or guardian can pick them up.  The YMCA will also work with the family when they arrive to help identify and resolve any issues that may be present.  Council member, Andrew Ginther, sponsored $75,000 in support to the program as part of City Council's 2008 budget amendments.

Body
WHEREAS, City Council  amended the 2008 recommended budget to allocate $75,000 in the Public Safety Initiatives Fund to address the Mayor's Curfew Initiative; and
 
WHEREAS, the YMCA of Central Ohio will partner with the City to establish a Curfew program that will serve as early intervention  and also provide a safe and supervised environment for youth that are brought to the downtown location; and
 
WHEREAS, It is necessary to establish a contract with the YMCA for $75,000 to partner with the City to run the program over the Summer months beginning January 5th, 2008; and
 
WHEREAS, an emergency exists in the usual daily operation of the City, in that it is immediately necessary to implement a summer curfew enforcement program to ensure that law enforcement have a safe and supervised location to drop off violators, and for the immediate preservation of the public health, peace, property, safety and welfare; now, therefore,
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.   That the City Auditor is hereby authorized to appropriate $75,000 within the Public Safety Initiatives Fund, 016, to the Public Safety Director, Department No. 30-01, OL One 03, OL Three 3337, OCA Code 300116.
 
SECTION 2.  That the Director of Public Safety is hereby authorized to enter into contract with the YMCA of Central Ohio, a non-profit group for $75,000 and The Center for Learning Partnerships for $12,000 to assist with the City's Curfew Program.
 
SECTION 3.  That for the purpose stated in section 2, the expenditure of $75,000 or so much thereof as necessary, be and is hereby authorized to be expended to the YMCA Of Central Ohio from the Safety Initiative fund, 016, Department/Division No 30-01, Object Level One 03, Object Level Three 3337, OCA Code 300116:
 
SECTION 4.  That this contract is awarded pursuant to Section 329.15 of the Columbus City Codes, 1959 as amended.
 
SECTION 5.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten (10) days after passage if the Mayor neither approves or vetoes the same.
