Explanation
There is a need to acquire the Immersive Video Intelligence Network System from the Ohio University's School of Media Arts and Studies for the Division of Police. The Immersive Video Intelligence Network (IVIN) is a proprietary design, software set, and production system of Ohio University's School of Media Arts and Studies and Game Research and Immersive Design (GRID) Lab. Ohio University is the only institute capable of developing, licensing, and deploying the IVIN system in the world. No other company or institute, public or private, is developing products or services similar to the IVIN system.
This recently developed immersive video/photo technology simultaneously captures images that are "stitched" together to create a seamless virtual reality experience. This emergency preparedness technology creates accurate models of buildings and other sites considered at risk for terrorist attacks, hostage situations or other populated disasters. First responders will use this system to navigate through video data to assess crisis situations and design appropriate response. This media will capture critical infrastructure of the top 100 sites identified by the Columbus Police TEW, which fall within the Central Ohio Urban Area Security Initiative (UASI) Jurisdiction. This video data collection will be entered and stored in a national database (ACAMS) as mandated by the U.S. Department of Homeland Security, as directed by the National Response Plan and National Infrastructure Protection Plan. An Intergovernmental Agreement was executed on 3/04/2008 between the Franklin County Board of Commissioners and the City of Columbus, (Ordinance 1691-2006, passed 10/18/2006) to provide for the administration of the subgrant awards in order to expeditiously acquire and pay for the services and equipment sought to be obtained pursuant to the sub-grant award.
