Background:
 
Proposals were received by the Recreation and Parks Department on February 8, 2008 to perform engineering services for a 0.80 mile extension of the Scioto Trail, from Riversedge to Fifth Avenue.  Proposals were received from the following firms:

Based on the interviews conducted by the City, the firm of DLZ, Inc. was selected for the following reasons, which include but are not limited to:  prior experience with similar City of Columbus projects; engineering expertise to investigate multiple trail alignment options; project presentation; firm location as it relates to project site and fee proposal.
 
This legislation will authorize the Director to enter into contract with DLZ, Inc. to perform engineering services for the extension of the Scioto Trail, from Riversedge to Fifth Avenue.  Services for this 0.80 extension will include preliminary plans, design development, cost estimates, final alignment and final construction plans.  The Scioto Trail is a regional greenway that currently terminates at the Riversedge Office Complex along Dublin Road.  This section will extend the trail along the river and Dublin Road right-of-way, ending at the Fifth Avenue intersection with Dublin Road.  The path will be ten (10) feet wide and will provide access to residents of Columbus, Upper Arlington and Marble Cliff to the regional trail network.
 
The Contract Compliance Number for DLZ, Inc. is #31-1268980 and they are compliant through 09/26/08.
 
Emergency action is requested so that the engineering plans can be complete for a summer, 2008 bid date.

Body
 
 
    WHEREAS, proposals were received by the Recreation and Parks Department on February 8, 2008 for engineering services for the Scioto Trail Extension, Riversedge to Fifth Avenue; and
 
    WHEREAS, based on the interviews the recommendation was made to select the firm of DLZ, Inc.; and
 
    WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to enter into contract with DLZ, Inc. so that the engineering plans can be complete to allow for a summer 2008 bid; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
      SECTION 1.   That the Director of Recreation and Parks be and he is hereby authorized and directed to enter into contract with DLZ, Inc, for the Scioto Trail Extension, Riversedge to Fifth Avenue in accordance with the plans and specifications on file in the Recreation and Parks Department.
           
      SECTION 2.   That the expenditure of $178,391.08, or so much thereof as may be necessary, be and is hereby authorized, to pay the cost thereof, as follows:
 
Bikeway Improvements; 1999/2004 Recreation and Parks Voted Bond Funds; Fund  No. 702; Dept. 51-01; Project No. 510229; OCA Code 644526; Object Level 3 No. 6621
 
    SECTION 3.   That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.
 
    SECTION 4.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby  declared to be an emergency measure  and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
