Explanation
1. BACKGROUND:
A. NEED: To authorize and direct the Director of Public Safety to enter into contract with Metropolitan Towing and Storage for the Division of Police. This contract is for the towing and recovery of vehicles from the City streets as requested by the Division of Police.
B. BID INFORMATION: The bid for the towing and recovery of vehicles from the city streets was held on April 16, 2008. Metropolitan Towing and Storage and Columbus Towing and Recovery were the only bidders. A contract should be awarded to Metropolitan Towing and Storage, Inc. based on their bid being the lowest, most responsive and best bid received.
C. EMERGENCY DESIGNATION: Emergency legislation is necessary due to the current contract extension expires on May 31, 2008.
D. CONTRACT COMPLIANCE NUMBER: 311035297 (expires 1-11-2010)
2. FISCAL IMPACT: $2,075,000.00 was encumbered or spent in 2007 for towing services. A total of $1,800,000 was requested in the Division's 2008 General Fund Budget, and $840,000 has been encumbered or spent so far this year. Upon completion of the award of this contract, a portion of the amount already encumbered for towing this year will be cancelled, allowing for the Division to take advantage of more favorable pricing, and stay on budget.
