Explanation
Need: An additional appropriation is needed for the City of Columbus Division of Police FY2006 DNA Capacity Enhancement Program. Funds were awarded and appropriated previously for DNA equipment and supplies and travel and training costs for specialized Crime Lab training courses for Columbus Police Crime Lab personnel. The Ohio blizzard in March 2008 caused a Crime Lab employee to be unable to attend one of the grant funded training courses. The vendor has refunded this course fee which now needs reappropriated for use toward the purchase of some of the grant funded equipment. The grant award period end date is September 30, 2008 and therefore emergency legislation is needed to make these funds available at the earliest possible time.

FISCAL IMPACT:
There is no fiscal impact for the City General Fund Account. No matching funds are required and all grant expenditures will be reimbursed by the grant awarded funding.

WHEREAS, the City of Columbus Division of Police has previously been awarded and appropriated funding from the National Institute of Justice through a FY06 DNA Capacity Enhancement Program Grant for specialized DNA equipment, supplies and training; and
WHEREAS, a refund has been received for a training course paid for with grant funds due to travel difficulties caused by the March 2008 blizzard; and
WHEREAS, the refunded funds now need to be reappropriated to assist in the purchase of grant approved DNA equipment; and
