Explanation
 
Need:  This ordinance is to authorize the Director of the Civil Service Commission to enter into a contract with the Association for Psychotherapy for the option to purchase psychological screening examinations of public safety recruits for upcoming classes at the Police Academy and the Fire Academy.
 
Bid Information:  In 2008, the City of Columbus Civil Service Commission published a Request for Proposals (RFP) for these services and accepted proposals through May 8, 2008.  Three proposals were submitted, and an evaluation committee reviewed these proposals in accordance with the criteria set forth in the RFP which included quality and feasibility of proposals, cost, competence, ability, past performance and timeliness of reporting results.  Although the two other bids proposed lower costs, the committee prefers to award the contract to a local company.  The companies from Minnesota and Georgia proposed testing candidates in a large group which differs from the process used by the Divisions of Police and Fire.  Both Divisions usually schedule candidates over several months.  The out of state companies also relied heavily on City personnel to administer the written psychological testing.  Furthermore, only one of the psychologists at one of the out of state firms had extensive experience working with public safety employment.  The selected firm is local, consists of highly qualified psychologists, and offers flexible scheduling.  Therefore, the Commission seeks to award the contract to the Association for Psychotherapy.  The term of the contract would be from July 31, 2008 through July 30, 2009 , with the option to extend the contract for two additional one-year periods from July 31, 2009 through July 30, 2010 and July 31, 2010 through July 30, 2011, subject to mutual agreement by the parties,
 
Purpose of Legislation:  The proposals were opened on May 8, 2008, and the fee per applicant proposed in the bid is fixed until November 8, 2008.  The purpose of this legislation is to secure the bid price.
 
Contract Compliance Number:  311441549, expires 11/9/2009.
 
FISCAL IMPACT:  Funding for this service was not currently budgeted.  The purpose of this ordinance is to secure the bid price, terms and conditions.  Legislation will be submitted when it becomes necessary to process applicants for public safety entry level classes.
 
 
 
 
Title

Body
 
WHEREAS, in 2008, the City of Columbus Civil Service Commission accepted proposals from qualified companies for psychological services; and
 
WHEREAS, the Civil Service Commission awarded the new contract to the Association for Psychotherapy; and
 
WHEREAS, the former contract expired on June 30, 2008, and the RFP proposed fee per candidate expires on November 8, 2008, and it is necessary to have the contract in effect when the Commission receives authorization to process applicants for public safety entry level classes, and passage of this ordinance will thereby preserve the public peace, property, health, safety and welfare; now therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
 
SECTION 1.  That the Executive Director of the Civil Service Commission be and is hereby authorized to enter into an agreement with Association for Psychotherapy, Inc. for the option to purchase the service of administering psychological screenings to public safety recruits for the Department of Public Safety's entry-level sworn positions.
 
SECTION 2.  That the expenditure of $1.00 or so much thereof as may be needed, be and the same is hereby authorized as follows:
