Explanation
BACKGROUND: This ordinance authorizes the Finance and Management Director to enter into contract for the Office of Construction Management with Rockwood Builders, for the renovation of the Mayor's Policy Office, located on the first floor of City Hall, 90 West Broad Street. This project is necessary in order to provide adequate accommodations for the Mayor's Policy Staff. Upon completion, this project will add three new offices.
Formal bids were solicited and two companies submitted bids on May 6, 2008 as follows (1 AS1+, 1 ^FBE):
+Rockwood Builders $50,800.00
^Bomar Construction $58,619.00
The Office of Construction Management recommends the bid award be made to the most responsive and responsible and best bidder, Rockwood Builders.
EMERGENCY ACTION is requested to renovate the Mayor's Policy Office without delay, thereby providing necessary accommodations for the Mayor's Policy Staff.
Rockwood Builders Contract Compliance Number 31-1451643, Expiration date 06/25/2009.
FISCAL IMPACT: Sufficient funding is available in the Construction Management Capital Improvement Budget, City Hall Renovation. The cost of this contract is $50,800.00.

To authorize the Finance and Management Director to enter into contract for the Office of Construction Management with Rockwood Builders for the renovation of offices on the first floor of City Hall, to authorize the expenditure of $50,800.00 from the Construction Management Capital Improvement Fund, and to declare an emergency. WHEREAS, it is necessary to accomplish the renovation of the Mayor's Policy Office, and
WHEREAS, said the renovation will provide adequate accommodations for the Mayor's Policy Staff, and
WHEREAS, Rockwood Builders is the most responsive, responsible, and best bidder to complete the renovation of this room, and
WHEREAS, an emergency exists in the usual daily operation of the Finance and Management Department, Office of Construction Management, in that it is immediately necessary to authorize the Finance and Management Director to enter into contract with Rockwood Builders for the renovation of the Mayor's Policy Office, thereby ensuring that necessary construction is not delayed and important functions for City residents are completed in a timely manner, thereby preserving the public health, property, safety, and welfare; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance and Management Director is hereby authorized to enter into contract for the Office of Construction Management with Rockwood Builders, for the renovation of the Mayor's Policy Office, located on the first floor of City Hall, 90 West Broad Street.
SECTION 2. That the expenditure of $50,800.00, or so much thereof as may be necessary in regard to the action authorized in SECTION 1, be and is hereby authorized and approved as follows:

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
