Explanation
BACKGROUND: This legislation authorizes the transfer of $5,285 between object levels within the General Government Grant Fund to modify and increase the Lead Safe Columbus contract with ATC and Associates. This organization provides services under Lead Safe Columbus such as lead testing, risk assessments, work specs, clearance testing and other technical and educational activities relative to increasing the supply of lead safe, affordable housing for low income families.
Emergency action is requested to avoid interruptions in program services.
FISCAL IMPACT: $5,285 will be transferred between object levels within the General Government Grant Fund in order to provide funds for a Lead Safe Columbus contract increase with ATC and Associates.

Whereas, this legislation authorizes the transfer between object levels within the General Government Grant Fund to modify a Lead Safe Columbus contract with the ATC and Associates; and
Whereas, this organization provides services under Lead Safe Columbus such as lead testing, risk assessments, work specs, clearance testing and other technical and educational activities relative to increasing the supply of lead safe, affordable housing for low and moderate income families; and
Whereas, ATC and Associates will receive an additional $5,285; and
Whereas, the grant funds are from a Round 12 HUD Lead Grant; and
Whereas, emergency action is requested to avoid interruptions in program services; and
Whereas, an emergency exists in the usual daily operation of the Department of Development, Housing Division, in that it is immediately necessary to transfer and expend the aforementioned grant funds, thereby preserving the public health, peace, property, safety and welfare; and NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the City Auditor is hereby authorized to transfer $5,285 within the General Government Grant Fund, Division 44-10, Fund No. 220, Grant 445005, OCA Code 445005 as follows:

Section 2. That the Development Director is hereby authorized to modify Lead Safe Columbus contract DL012923 with ATC and Associates by increasing the contract amount by $5,285.
Section 3. That for the purposes stated in Sections 2, the expenditure of $5,285 or so much thereof as may be necessary is hereby authorized, from the Department of Development, Housing Division, Department No. 44-10, Fund No. 220, Grant 445005, Object Level One 03, Object Level Three 3336, OCA 445005.
Section 4. That this modification is awarded pursuant to Section 329.16 of the Columbus City Codes, 1959 as amended.
Section 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
