Explanation
BACKGROUND: The Columbus Health Department has been awarded additional funds for a continuation grant from the Ohio Children's Trust Fund through the Franklin County Family and Children First Council. This ordinance is needed to accept and appropriate $21,143 in grant money to fund the In-Home Parenting program for the period July 1, 2008 through September 30, 2008.
The In-Home Parenting program provides a parenting advisor who models appropriate childcare, play, discipline, parent support and education for pregnant women living in high abuse areas of Franklin County.
This ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management.
FISCAL IMPACT: The program is primarily funded by the Ohio Children's Trust Fund and does not generate revenue. The program does require a 20% match from the City, which is budgeted and available.

To authorize and direct the Columbus Health Department to accept additional grant funds from the Ohio Children's Trust Fund in the amount of $21,143, to authorize the appropriation of $21,143 from the Health Department Grants Fund, and to declare an emergency. ($21,143.00)

WHEREAS, $21,143.00 in additional grant funds have been made available through the Ohio Children's Trust Fund; and,
WHEREAS, this ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management; and,
