Explanation
BACKGROUND: Section 2 of Ordinance No. 0497-2008, approved by City Council on April 7, 2008, authorized the Board of Health to enter into a revenue contract with Franklin County Children Services for their Family Ties program. This ordinance is needed to appropriate $65,000 in grant money to fund the Family Ties program for the period April 1, 2008 through December 31, 2008.
The Family Ties program focuses on reducing abuse and neglect as it affects Franklin County children referred to or investigated by Franklin County Children Services. This ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management.
FISCAL IMPACT: The program is primarily funded by Franklin County Children Services and does not generate revenue. All monies will be deposited into the Health Department Grants Fund, Fund 251.

WHEREAS, Ordinance No. 0497-2008, approved by City Council on April 7, 2008, authorized the Board of Health to enter into a revenue contract with Franklin County Children Services for their Family Ties program; and,
WHEREAS, this ordinance is necessary to appropriate the $65,000.00 in grant funds that have been made available through Franklin County Children Services; and,
WHEREAS, this ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management; and,
WHEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to appropriate these funds...
