Explanation
BACKGROUND: The Columbus Health Department has been awarded a continuation grant from the Franklin County Department of Job and Family Services, Family and Children First Council. This ordinance is needed to accept and appropriate $187,131.00 in grant money to fund the Help Me Grow Newborn Services program for the period of July 1, 2008 through June 30, 2009.
The Help Me Grow Newborn Services program identifies and provides nursing and educational services to mothers with newborns in Franklin County.
This ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management.
FISCAL IMPACT: The program is partially funded by the Franklin County Department of Job and Family Services, Family and Children First Council, and does not generate revenue.

To authorize and direct the Columbus Health Department to accept a continuation grant from the Franklin County Department of Job and Family Services, Family and Children First Council in the amount of $187,131.00; to authorize the appropriation of $187,131.00 from the unappropriated balance of the Health Department Grants Fund, and to declare an emergency. WHEREAS, $187,131.00 in continuation grant funds have been made available through the Franklin County Department of Job and Family Services, Family and Children First Council for the Help Me Grow Newborn Services program; and,
WHEREAS, this ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management; and,
