Explanation
BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into a contract with Franklin County Board of Health, for lead-based paint testing, risk assessments, work specification preparation and final clearance testing on up to 256 units, for the Lead Safe Columbus program. The contract will provide $100,000 from the HUD Lead Hazard Reduction Demonstration lead grant fund.
Franklin County Board of Health was selected as a City of Columbus program contractor as a result of a competitive bidding process directed by Lead Safe Columbus. Requests for Proposals were sent to twenty (20) contractors. Nine (9) companies responded to the request. Four contractor names' were obtained from the City of Columbus Equal Business Opportunity Commission office Certified Business Directory. Sixteen names were obtained from the Ohio Department of Health, Lead Poisoning Prevention program Licensed Service Provider list. The selected contractor, Franklin County Board of Health, was chosen because of their past experience and costs.
Contract compliance # 31-1284784, expires July 22, 2008.
Lead Safe Columbus provides grants to qualified property owners in order to remove lead-based hazards in owner and tenant occupied units.
This legislation is presented in an effort to increase the productivity for creating lead safe housing units, the numbers of which will increase as we meet the targets of our lead grant and comply with the Title X Federal regulations, which took affect September 15, 2000.
FISCAL IMPACT: $100,000 from the 2007 HUD Lead Hazard Reduction Demonstration lead grant fund has been allocated for this contract.
