Explanation
Need: As part of a comprehensive approach to preventing and fighting crime in the City of Columbus, Mayor Michael B. Coleman has directed the use of camera technology as a surveillance tool at city events. This legislation authorizes the Director of the Department of Public Safety to enter into contract with ICX Tactical Platforms Corporation for the purchase of two Skywatch Surveillance Camera Platforms. The Skywatch Sentinel from ICX Tactical Platforms will allow the Division of Police to conduct surveillance during festivals and other large City events safely and effectively. These units can function in a manned or unmanned capacity and will communicate with existing video sources currently in use by the Division of Police, such as the helicopter units. The Safety Director's Office negotiated for this contract under the sole source procurement provision.
Bid Information: This is a sole source procurement. Sky Watch is a patented product by ICX Tactical Platforms under the U.S Patent Number 5,295,555. No other product to date combines its many features and construction into one system that includes:
· Elevated Surveillance and Deterrence
· A fully enclosed cab equipped with heating and air-conditioning and more
· Stand-alone capability.
· Generator as well as shore power sources.
The cost associated with these services was negotiated with the supplier to ensure the best pricing for the City of Columbus.
This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved finding for recovery certified search.
This ordinance also orders the transfer of $243,827.00 between projects within the Safety Voted Bond Fund as a temporary funding measure until bonds are sold to reimburse the Computer Aided Dispatch System, and amends the 2008 Capital Improvement Budget, ordinance #0690-2008 to reflect such transfer.
