Explanation
BACKGROUND:

Need: The Division of Fire has been awarded a grant from the Department of Homeland Security to purchase a Raman Spectrometer for the Division of Fire's HazMat Squad. The total cost of the equipment will be $49,000.00, the payment of which will be issued by Franklin County, on behalf of the Department of Homeland Security and Ohio Emergency Management Agency. The City of Columbus and Franklin County entered into an Intergovernmental Agreement via Ordinance 1691-2006, passed October 18, 2006, to enable this type of purchase.

This legislation will authorize and direct the Director of Finance & Management to execute those documents necessary for the acquisition of this equipment.

Bid Information: The Division of Fire applied for and was approved for an Urban Area Security Initiative grant to purchase a Raman Spectrometer for the Division of Fire's HazMat Squad. The highly specialized and proprietary nature of this equipment, and requirements of the grant are such that Sole Source procurement provisions are being pursued as per Section 329.07 (e) of the Columbus City Code. This proprietary, unique equipment is the only kind approved for grant funding by the Department of Homeland Security.

This Company is not debarred according to the Excluded Parties listing of the Federal Government and is not listed in the Auditor of State database for Findings for Recovery.
