Explanation
BACKGROUND: This legislation authorizes the Mayor of the City of Columbus to enter into a supplemental agreement to the Memorandum of Understanding with the Central Ohio Workforce Investment Corporation (COWIC) that details both the City's and COWIC's responsibilities regarding employee funding for the workforce investment program. This agreement will be in force from July 1, 2008 through June 30, 2009. As part of this agreement, COWIC agrees to reimburse the City of Columbus for one half of the salary and fringe benefits of a City employee that is assigned to the Franklin County, Ohio, One Stop Operation.
FISCAL IMPACT: No City funding is required for this legislation.

To authorize the Mayor of the City of Columbus to enter into a supplemental agreement to the Memorandum of Understanding with the Central Ohio Workforce Investment Corporation.
Body
WHEREAS, the United States Congress has established the Workforce Investment Act (WIA) and charged the State of Ohio with the establishment of Workforce Investment Boards (WIB) to oversee the operation of the WIA in 19 local workforce investments areas throughout the State as determined by the Governor; and
WHEREAS, the Board of Commissioners of Franklin County and the Mayor of the City of Columbus, as the chief elected officials representing Franklin County, Ohio and the City of Columbus, Ohio, respectively, have formed a local service area (LSA) consisting of the City of Columbus, Ohio and Franklin County, Ohio, (the LSA); and
WHEREAS, the County Commissioners and the Mayor have designated the Central Ohio Workforce Investment Corporation (COWIC) as the entity responsible for administering and overseeing the workforce investment program for the LSA pursuant to the Workforce Development Program; and
WHEREAS, the City of Columbus and the Central Ohio Workforce Investment Corporation desire to enter into an agreement to significantly strengthen the coordination between workforce development activities and economic development activities in the City of Columbus to enhance job opportunities for WIA eligible residents and to provide a competent workforce to aid in the expansion of employers' business opportunities; and
WHEREAS, as part of this agreement the Central Ohio Workforce Investment Corporation (COWIC) agrees to reimburse the City of Columbus for one half of the salary and fringe benefits of a City employee that is assigned to the Franklin County, Ohio, One Stop Operation; NOW THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Mayor of the City of Columbus is authorized to enter into a supplemental agreement to the Memorandum of Understanding with the Central Ohio Workforce Investment Corporation which details both the City's and COWIC's responsibilities regarding employee funding for the workforce investment program.
Section 2. That the revenue received through this agreement will be deposited in the City of Columbus, General Fund.
Section 3. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
