Explanation                                    
 
The City of Columbus Department of Public Safety, Division of Police on behalf of the Columbus Urban Area Homeland Security Advisory Committee was awarded a grant for the acquisition of personal protective equipment for the Division of Police.  The total expenditure in the amount of $368,324.33 will be paid by Franklin County through the Urban Area Homeland Security Grant. The Intergovernmental Agreements permit the City of Columbus and Franklin County to make these federal sub-grant expenditures.
 
Bid Information: A formal bid, Solicitation No. SA002824 was opened on March 20, 2008. Seven vendors submitted bids for the personal protective equipment.  Aramsco Inc. was the lowest bidder on items 1-12, 16, 17, and IE Monitoring Instruments, Inc. was the lowest bidder on items 13, 14, 15.
 
These companies are not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.
 
Emergency Designation: Emergency legislation is requested to expedite the process of the award from Franklin County Office of Homeland Security and Justice Programs.

FISCAL IMPACT:  There is no fiscal impact for the General Fund Account.  The Intergovernmental Agreement permits the City of Columbus and Franklin County to make the federal sub-grant expenditures.

Body
 
WHEREAS, the Division of Police was awarded a grant from the Franklin County Office of Homeland Security and Justice Programs; and
 
WHEREAS, this purchase of personal protective equipment will be used by personnel of the Columbus Division of Police in hazardous environments; and
 
WHEREAS, a formal bid, Solicitation SA002824 Protective Equipment was received by  the Purchasing Office on March 20, 2008; and
 
WHEREAS, Aramsco Inc. and IE Monitoring Instruments were the lowest, responsive, responsible and best bidders; and
 
WHEREAS, the Division of Police is requesting the Finance and Management Director to execute the necessary documents for acquisition of the personal protective equipment utilizing the Homeland Security Grant; and
 
WHEREAS, an emergency exists in the usual daily operation of the Division of Police in that it is immediately necessary to execute the needed documents for the acquisition of personal protective equipment from the federal sub-grant thereby preserving the public peace, property, health, safety and welfare; now therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Director of Finance and Management be and is hereby authorized and directed to execute those documents necessary for acquisition of personal protective equipment utilizing the Homeland Security Grant, from the two lowest bidders, Aramsco and IE Monitoring Instruments.
 
SECTION 2.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
