Explanation
BACKGROUND: This Ordinance authorizes the Director of Public Utilities to modify and increase the professional engineering services contract with Hockaden & Associates, Inc. for the Brown Rd. Area Water Line Improvements Project, Division of Power and Water Contract No. 991.
To date the consultant has completed the preliminary design of five locations where approximately 6,250 linear feet of water main is to be replaced and existing water mains are to be abandoned. The project was delayed for several years and for various reasons including the current ODOT project that overlaps a portion of the project limits. This modification provides for updating the project design to current standards and specifications and revising alignments to meet the Mound Harrisburg Project (Contract 915), which was delayed due to ODOT improvements.

2. Reasons additional goods/services could not be foreseen:
During the original RFSQ and RFP, road construction by ODOT was not anticipated. ODOT determined a road reconstruction project was needed on sections of Harrisburg Pike during the development of the water main plans. This delayed and complicated the water main design.
3. Reason other procurement processes are not used:
All work to be completed was a part of the original contract.
4. How cost of modification was determined:
An engineer's estimate was submitted by the consultant and reviewed by the Division of Power and Water Engineering Staff and deemed reasonable.

FISCAL IMPACT: There is sufficient funding within the Water Works Enlargement Voted Bonds Fund.

WHEREAS, Contract No. EA025139 was authorized by Ordinance No. 0977-01, passed June 18, 2001, was executed on July 24, 2001, and was approved by the City Attorney on August 2, 2001; and
WHEREAS, a contract modification is necessary to update the Brown Rd. Area Water Line Improvements Project to current standards and specifications; and
WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities, Division of Power and Water, to modify and increase the professional engineering services contract with Hockaden & Associates, Inc., to update the Brown Rd. Area Water Line Improvements Project to current standards and specifications, for the preservation of the public health, peace, property, safety and welfare; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Public Utilities is hereby authorized and directed to modify and increase the professional engineering services contract with Hockaden & Associates, Inc. to update the Brown Rd. Area Water Line Improvements Project to current standards and specifications, in the amount of $35,400.00.
SECTION 2. That this contract modification is in compliance with Section 329.16 of Columbus City Codes, 1959.
SECTION 3. That to pay the cost of the aforesaid contract modification, the expenditure of $35,400.00, or so much thereof as may be needed, is hereby authorized from the Water Works Enlargement Voted Bonds Fund, Fund No. 606, Division No. 60-09, Project 690236, OCA 642900, Object Level One 06, Object Level Three 6629.
SECTION 4. That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.
SECTION 5. That the City Auditor is authorized to establish proper project accounting numbers as appropriate.
SECTION 6. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.
SECTION 7. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
