Explanation
 
Background:      This ordinance will authorize the Director of Pubic Safety to enter into contract with C.P.A.T. Distribution, Inc. for the purchase of training equipment for the Fire Division's Training Academy project.  With the process of construction nearing completion at it's Parsons Avenue Training Facilities, the Fire Division is in need to purchase specialized fire training equipment for use in these facilities.
The IAFF and IAFC teamed up with 10 of North America's leading fire departments and unions through the Fire Service Joint Labor Management Wellness/Fitness Initiative to develop the IAFF/IAFC Candidate Physical Ability Test (CPAT).
The Task Force successfully developed the Fire Service Joint Labor-Management Wellness-Fitness Initiative in 1997 to address the need for a holistic and non-punitive approach to wellness and fitness in the fire service. The Task Force then discovered that municipalities were hiring people who would not be physically capable of a successful career in the fire service. The Task Force, therefore, unanimously agreed to develop a physical ability test for pre-employment testing of candidates. The Task Force has developed and validated the Candidate Physical Ability Test (CPAT), resulting in a consistent test for hiring of candidate fire fighters.
Props for each event were built and modified to obtain the necessary information regarding candidate's ability. The props were then placed in a sequence that would best simulate their use in a fire scene.  The Candidate Physical Ability Test Program has been reviewed and utilized by fire departments throughout the U.S. and Canada.
The City of Columbus, Division of Fire, seeks to purchase this equipment which is to be used in the new Fire Academy to aid in recruit training.
Bid Information:      C.P.A.T. Distribution, Inc. is the sole provider of these supplies and services.

Emergency Designation:  Emergency action is requested to ensure prompt ordering of the equipment, as said equipment has a 16 week delivery time.
 
Fiscal Impact/Budgeted Amount:      Funds exist within the Fire Division's 2008 Capital Budget for this purchase; a transfer of funds within the Safety Bond Fund is necessary to complete this purchase.

WHEREAS, the Department of Public Safety on behalf of the Division of Fire, needs to enter into a contract with C.P.A.T. Distribution, Inc. for the purchase of fire training equipment for their Training Complex; and
 
WHEREAS, C.P.A.T. Distribution, Inc. is the sole distributor of this fire training equipment; and
 
WHEREAS, a transfer of funding within the Safety Bond Fund is necessary for this expenditure; and
 
WHEREAS, an emergency exists in the usual daily operation of the Public Safety Department, Division of Fire in that it is immediately necessary to enter into said contract with Security C.P.A.T. Distribution, Inc.to ensure prompt ordering of the equipment, as said equipment has a 16 week delivery time; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
 
SECTION 1.      That the City Auditor be and is hereby authorized and directed to transfer funds within the Safety Bond Fund as follows:

SECTION 3.  That this acquisition is in accordance with the provisions of Section 329.07(e).
 
SECTION 4.  That the Director of Public Safety be and he is hereby authorized and directed to enter into contract with C.P.A.T. Distribution, Inc. for the purchase of fire training equipment for the Fire Division's Training Complex.
 
SECTION 5.  That the expenditure of $62,195.81 or so much thereof as may be necessary, be and is hereby authorized from the Safety Bond Fund 701; OCA 644559; Project 340118-100000; OL3 Code 6646, to pay the cost thereof.
 
SECTION 6.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
 
SECTION 7.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
