Explanation
1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into an agreement with Poggemeyer Design Group, Inc., for professional engineering services for Bulen Avenue Stormwater System Improvements. This project will mitigate poor drainage within this area.
2. ENGINEERING CONTRACT AWARD: Poggemeyer Design Group, Inc. was selected in accordance with the procedures set forth in Columbus City Code, Section 329.13, "Awarding professional service contracts through requests for Statements of Qualifications". Twenty-six statements of qualifications were received and opened on March 30, 2007. On February 26, 2008, Requests for Cost Proposals (RFP's) were sent to four (short-listed) firms having the experience necessary to complete the project: Poggemeyer Design Group, Inc., Metcalf & Eddy, S & L Design and Kabil Associates. Kabil Associates and Poggemeyer Design Group, Inc. submitted RFP's on March 29, 2008.
Upon review of the technical proposals, the bidders were ranked using criteria specified in City Code, and more specifically: proposal quality, competence to perform required work, project schedule, and local workforce. Based upon these criteria, Poggemeyer Design Group, Inc. was selected as the highest-ranked bidder. Their Contract Compliance Number is 34-1056617, expires 03/17/2010, majority.
3. FISCAL IMPACT: This legislation includes a transfer within the Storm Sewer Bonds Fund to provide sufficient funding for the project, as well as an amendment to the 2008 Capital Improvements Budget to provide sufficient budget authority.
