Explanation
Background: This is consent legislation with Franklin County, Ohio and Franklin Township for the Brown Road, Big Run to Frank Road project.
This project involves the repaving/recycling of the 2-lane section of Brown Road from Big Run to Frank Road. This section of road is a City of Columbus and Franklin Township roadway that serves residents and businesses on the south side of Columbus, as well as unincorporated Franklin County. Construction for this project is scheduled to begin in September, 2008 and be completed in October, 2008. Sidewalk will not be built as a part of the project.
Since a portion of this project lies within the City of Columbus, this consent ordinance is necessary. This legislation also authorizes the Public Service Director to enter into the necessary agreements to complete this project.
Fiscal Impact: The estimated construction cost of this project is $300,000.00, which will be funded by the Ohio Public Works Commission (OPWC) in the amount of $130,000.00, $150,000.00 by private funding and $20,000.00 by Franklin Township. There is no cost to the City of Columbus for this project.

WHEREAS, Franklin Township and the Franklin County Engineer's office have identified the need for the Brown Road from Big Run to Frank Road repaving/recycling project; and
WHEREAS, a part of this project is within the Columbus corporate boundaries; and
WHEREAS, the City grants consent and agrees to cooperate with Franklin Township and Franklin County in the planning, design and construction of this project; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. The City hereby agrees to cooperate with Franklin County in the planning, design and construction of the identified roadway improvement project and grants consent to Franklin County for the development and construction of this project.
SECTION 2. The Public Service Director of the City of Columbus is hereby empowered on behalf of the City of Columbus to enter into contracts with Franklin County necessary to complete the above-described project.
SECTION 3. This ordinance shall take effect and be in force from and after the earliest period allowed by law.
