Explanation

BACKGROUND: In order to allow Community Development for All People to pursue housing development on land adjacent to the former Shottenstein Departments Store site on Parsons Avenue, it is necessary to accept a portion of the site into the City Land Bank and to authorize the Director of Development to enter into an option agreement. The option agreement will allow Community Development for All People, a non-profit community development organization, the opportunity to seek funding for a cooperative housing project. The parcels know as Lot 81, Barthman Avenue (010-038969); Lot 80, Barthman Avenue (010-006808); Lot 79, Barthman Avenue (010-026703); Lot 78, Barthman Avenue (010-026702); Lot 77, Barthman Avenue (010-011538); Lot 57, Reeb Avenue (010-025654); Lot 56, Reeb Avenue (010-034861); 363 Reeb Avenue (010-066838); 345 Reeb Avenue (010-017962); and 1886-1888 S. Washington Avenue (010-017613) will be held in the City's Land Bank and managed in accordance with the policies and procedures of the Land Reutilization Program. The transfer will be contingent upon Community Development for All People obtaining appropriate financing, zoning, environmental review, and subsequent City Council approval of the transfer.

FISCAL IMPACT: No funding is required for this legislation. The maintenance of these parcels will be provided by universal contracts and/or bidding process.
