The City of Columbus Department of Public Safety, Division of Police on behalf of the Columbus Urban Area Homeland Security Advisory Committee was awarded a grant for the acquisition of three vehicles for the Terrorism Prevention Program.  The total expenditure in the amount of $121,557.00 will be paid by Franklin County through the Urban Area Homeland Security Grant. The Intergovernmental Agreements permit the City of Columbus and Franklin County to make these federal sub-grant expenditures.
 
Bid Information: A formal bid, Solicitation No. SA002877 was opened on May 22, 2008. Bids were received from Byers Ford and Bob McDorman Chevrolet. Byers Ford submitted the lowest, responsive, and responsible bid; therefore the bid will be awarded to Byers Ford.
 
This company is  not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.
 
Emergency Designation: Emergency legislation is requested to expedite the process of the award from Franklin County Office of Homeland Security and Justice Programs.

To authorize the Finance and Management Director to execute those documents necessary for the acquisition of three vehicles for the Division of Police Terrorism Prevention Program from Byers Ford utilizing the Homeland Security Grant; and to declare an emergency. ($0)
Body
 
WHEREAS, the Division of Police was awarded a grant from the Franklin County Office of Homeland Security and Justice Programs; and
 
WHEREAS, this purchase of three vehicles will be used by personnel of the Columbus Division of Police Law Enforcement Terrorism Prevention Program; and
 
WHEREAS, a formal bid, Solicitation SA002877 Sport Utility Vehicle was received by the Purchasing Office on May 22, 2008; and
 
WHEREAS, Byers Ford was the lowest, responsive, responsible and best bidder; and
 
WHEREAS, the Division of Police is requesting the Finance and Management Director to execute the necessary documents for acquisition of three vehicles utilizing the Homeland Security Grant; and
 
WHEREAS, an emergency exists in the usual daily operation of the Division of Police in that it is immediately necessary to execute the needed documents for the acquisition of  three vehicles from the federal sub-grant thereby preserving the public peace, property, health, safety and welfare; now therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Director of Finance and Management be and is hereby authorized and directed to execute those documents necessary for acquisition of  three vehicles utilizing the Homeland Security Grant, from the lowest bidder, Byers Ford.
 
SECTION 2.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
