Explanation
This legislation is to accept and appropriate FY 2007 Project Safe Neighborhood subgrant award of $55,985 from the US Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, through the Ohio Public Safety Department, Office of Criminal Justice Services. The funds are to be used to purchase DNA Quantification Kits and DNA Profiling Kits for the Division of Police. As the criminal justice community has become aware of the benefits of DNA testing, the number of cases for which DNA is being requested has risen dramatically over the last few years. Due to current budgetary constraints, it is becoming increasingly difficult to identify the funding required for this necessary testing. DNA analysis is performed on evidence collected from violent crimes as well as property crimes. The award period of this grant is from October 1, 2007 to September 30, 2009. The closeout deadline is November 30, 2009.
FISCAL IMPACT:
This grant was awarded at 100 percent of the approved purchases. There are no matching fund requirements. All funds are to be expended and/or encumbered by the end of the grant period, September 30, 2009.

WHEREAS, the City of Columbus has been granted a FY 2007 Project Safe Neighborhoods Grants award of $55,985.00; and
WHEREAS, this legislation seeks to direct the Mayor of the city of Columbus to accept this Grant award from the U.S. Department of Justice, Bureau of Justice Assistance, through the Ohio State Department of Public Safety, Office of Criminal Justice Services and to appropriate said funds within the General Government Grant Fund; and
WHEREAS, these funds will be used to purchase DNA Quantification and DNA Profile Kits for the Division of Police; and
WHEREAS, a situation exists in the daily operation of the Department of Public Safety, in that it is necessary to authorize the Mayor to accept the FY 2007 Project Safe Neighborhoods Grant award to purchase DNA Kits, and to authorize an appropriation of said funds for the preservation of the public health, peace, property, safety and welfare; now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Mayor of the City of Columbus be and is hereby authorized and directed to accept a FY07 Project Safe Neighborhoods Grant Award to purchase DNA Kits for the Division of Police.
SECTION 2. That from the unappropriated monies in the General Government Grant Funds and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purposes during the grant award period the sum of $55,985.00 are appropriated to the Department of Public Safety, Safety Administration Division 30-01as follows:

Section 3. That the monies appropriated in the foregoing Section 3 shall be paid upon orders of the Directors of Public Safety; and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
Section 4. That this ordinance shall take effect and be in force after the earliest period allowed by law.
