Explanation
BACKGROUND: In cooperation with the Ohio Attorney General's Office Bureau of Criminal Identification and Investigation (AGO-BCI&I) and Information Technology (AGITO), and the Central Ohio Data Sharing Committee, the City of Columbus has been awarded funding through the Central Ohio Data Sharing Initiative for the development of a statewide communication system, titled OHLEG-Connects. Upon federal approval as the sole source provider of the scope of work, the Ohio Attorney General, Information Technology Section will develop and implement a web-based system on the Ohio AGl's secure OHLEG site to enable Ohio peace officers to share investigative information and knowledge. In order to complete this agreement, the City must sign a contract with the Ohio Attorney General's Office. The City will work with the AG Information Technology Office and Bureau of Criminal Investigation and Identification, and the Central Ohio Data Sharing Committee, according to the federal program guidelines.
Emergency Designation: Emergency legislation is needed in order to meet the target system implementation date of July 11, 2010, and to meet federal grant deadlines.
