Explanation
The Department of Technology (DoT) requires support and maintenance services for its customer The Department of Public Utilities (DPU) from Environmental Systems Research Institute, Inc. (ESRI). This maintenance agreement will provide support for ongoing operations of the City's geographic information system (GIS), which supports several business applications, such as Hydrants and Dashboard applications and web-based applications utilized by City, residents, and City employees.
In order to continue the benefits of this software product, including upgrades and support, the City must renew its contract with ESRI. Without the software maintenance support services the City will not be able to deploy web-based application, such as the aforementioned; also, the City will lose the capability to upgrade current software applications and vendor technical support. If we lose these services it will negatively impact customer service and peak performance provided to City residents and employees. Also, this ordinance is being submitted in accordance with the provisions of Sole Source procurement of the Columbus City Code Section 329.07.
FISCAL IMPACT
The funds for the renewal of ESRI support and maintenance is budgeted and available in the 2010 Department of Technology, Information Services budget. The coverage period for this renewal is from April 19, 2010 through April 18, 2011 in the amount of $5,000. During the past two years (2008 through 2009) DoT, on behalf of DPU expended (2008) $5,000 on EE005304- the pricing was based on State Term Schedule 533197-3 (Exp: 06/30/09) allotted solely to Sewerage and Drainage (514650); (2009) $5,000 on ED039139 Term 4/19/09 to 4/18/10.
