Explanation
BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into grant agreements with City Year to provide the Young Heroes Program ($25,794.00) and the Whole School/Whole Child Program ($73,699.00) for a twelve-month period. The total amount is $99,493.00.
This legislation represents programs funded following the Emergency Human Services (EHS) application process as well as the Department of Development's application and evaluation process for General Fund assistance. The Young Heroes Program will receive $7,011.00 in Emergency Human Service Funds and $18,783.00 in General Funds for a total of $25,794.00. The Whole School/Whole Child Program will receive $20,031.00 in Emergency Human Service Funds and $53,668.00 in General Funds for a total of $73,699.00.
Emergency action is necessary to avoid causing interruptions in the delivery of program services.
FISCAL IMPACT: This ordinance authorizes the expenditure of $27,042.00 from the Emergency Human Services Fund and $72,451.00 from the General Fund for a total of $99,493.00. In 2010, a total of $902,000.00 in Emergency Human Services Funds and $2,466,517.00 in General Funds has been allocated to fund social service programs. Companion legislation authorizes the expenditure of the balance of the funds.
