Explanation
BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into grant agreements with the Columbus Urban League to provide the Victim's Assistance Program ($15,753.00) and the African-American Male Initiative ($133,025.00) for a twelve-month period. The total amount is $148,778.00.
This legislation represents programs funded following the Emergency Human Services (EHS) application process as well as the Department of Development's application and evaluation process for General Fund assistance. The Victim's Assistance Program will receive $4,282.00 in Emergency Human Services Funds and $11,471.00 in General Funds for a total of $15,753.00. The African-American Male Initiative will receive $36,156.00 in Emergency Human Services Funds and $96,869.00 in General Funds for a total of $133,025.00.
This ordinance is presented as an emergency to allow program services to continue without interruption and to facilitate payment of accrued program expenses associated with operations.
FISCAL IMPACT: This ordinance authorizes the expenditure of $40,438.00 from the Emergency Human Services Fund and $108,340.00 from the General Fund for a total of $148,778.00. In 2010, a total of $902,000.00 in Emergency Human Services Funds and $2,466,517.00 in General Funds has been allocated to fund social service programs. Companion legislation authorizes the expenditure of the balance of the funds.
