Explanation

BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into a grant agreement with the Columbus Literacy Council for work force development and literacy activities. The grant will provide a total of $87,659 to continue the provision of these services for a one year period. The Literacy and English as a Second Language (ESL) classes promote work force development and literacy.

This legislation represents a program funded following the Emergency Human Services (EHS) application process as well as the Department of Development's application and evaluation process for CDBG and General Fund assistance. In addition to $2,221 in EHS funds, the Literacy Council will receive $79,489 in Community Development Block Grant (CDBG) funds and $5,949.00 in General Funds for a total of $87,659.00 in city support.

Emergency action is necessary to avoid causing interruptions in the delivery of program services.

FISCAL IMPACT: This ordinance authorizes the expenditure of $79,489 in CDBG funds, $2,221.00 in EHS funds and $5,949.00 in General Funds, for a total of $87,659. In 2010, a total of $902,000.00 in Emergency Human Services Funds and $2,466,517.00 in General Funds has been allocated to fund social service programs. Companion legislation authorizes the expenditure of the balance of the funds.
